Etymology: Cirrhilabrus: Latin, cirrus = curl fringe + Greek, labros = furious (Ref. 45335);  cyanogularis: Name from Greek combination 'kyanos' for blue and Latin 'gularis' for throated; referring to the extensive blue throat coloration of males of the species (gender = masculine)..

Espinhos dorsais (total): 11; Raios dorsais (total): 9; Espinhos anais 3; Raios anais : 9; Vértebras: 25. This species is distinguished from its congeners by the following set of characters: one row of cheek scales; predorsal scales 6; dorsal-fin spines are taller than segmented rays; no filament on middle of dorsal fin; pelvic fins long and reaching past anal-fin origin; in life males with broad blue area covering isthmus, lower part of head and breast to at least pelvic origin, and soft dorsal fin with narrow black, medial stripe (Ref. 118207).

Inhabits rubble slopes with little structure, at depths of about 30 m. This species has been photographed in as little as 4 m (Ref. 118207)..
